The Democracy Program of Paraguay seeks to institute good governance practices that respond to citizen’s needs, and is based on the Strategic Plan for years 2001 to 2006, which:

1) Provide technical assistance to local governments (sub-national governments) so that these are able to respond to demands in the delivery of basic public services.

2) Promote a vibrant and strengthened civil society able to exert its rights and responsibilities on the present political system so that this one responds to citizen’s needs;

3) Improve the Rule of Law and institutes key democratic practices of governance, aiming to improve the administration of a democratic government;

4) Support anti-corruption initiatives in the context of each one of the areas;

5) Support the strengthening of political parties by encouraging reforms that reduce patronage

Programmatic Components:

- Local governments and the decentralization.

- Strengthening of Civil Society.

- Improvement of the Judicial Sector.

- Support to anti-corruption initiatives.

- Support to the democratic political parties.
