Civil Service Reform into the Future
The Public Administration Secretariat signed an agreement with two local organizations supported by USAID to assist 30 public institutions’ improvement efforts with the professional civil service.
During next three years, USAID will continue supporting the Secretariat’s comprehensive reform process to strengthen and change the civil service and human resource systems within the Paraguayan Government. The cornerstone of USAID assistance is the development of a performance measurement tool and management system that allows ministries and public offices to measure their current status in several areas of civil service and human resource management, and compare that against pre-established standards. Measurement results help the participating ministry identify areas of weakness and seek technical assistance to make improvements.
