  Decentralization

USAID is focusing on improving decentralized community health care, increasing community participation and improving local-level management of health services. Technical assistance is being provided to the definition of local health plans, basic health packages and the management and administration of local-level health services in over four departments and several municipalities.

Local-level generation of resources for health services is also a component of this project and has resulted in the creation of a social pharmacy system in four departments and an insurance systems, in two municipalities (Fram and Carmen del Paraná) The Fram experience was selected in 2005 as one of the most successful experiences of local governments in Latin America by the OEA.

This project also support and complement decentralization activities conducted under the USAID/Paraguay Democracy Strategic.
